121.02 FINANCE DIRECTOR TO APPROVE PROPOSED LEGISLATION.

   Whenever any legislation, involving the expenditure of money, is to be introduced to Council for consideration, it must be submitted first to the Director of Finance for his certification, in accordance with Section 107 of the City Charter before said legislation is prepared by the Law Director and forwarded to City Council for consideration. Any legislation to provide funds not previously budgeted by City Council for overtime pay of employees in any department shall be accompanied by a written justification by the department head for the necessity of said funds. A copy of said justification shall also be sent to the Finance Committee of City Council and the Board of Control members.
