Section 87.  

The Council of Administration shall prepare and submit to the City Council for adoption an administrative code of ordinances, which shall organize, and define and distribute the functions of the several Departments, Divisions and offices of the City government in conformity to the provisions of this Charter, and which shall provide in detail a method of procedure for the exercise of the powers and duties of said Departments, Divisions and offices. Such administrative code shall require that the head of each Department or Division shall personally perform such of the duties of the Department or Division as the head of each Department or Division may be able to do, and shall also provide for such necessary assistance as Council may deem proper.
