Section 83.
Council shall divide the City into seven wards. All wards shall be composed of contiguous and compact territory, as nearly equal in population as possible, and bounded by natural boundaries or street lines. Upon annexation of new territory to the City, Council shall apportion the same to an existing ward or wards. Following each Federal Census, Council shall re-district the City whenever the difference in population between the most populous ward and least populous ward is equal to or greater than ten (10) percent, so as to maintain a reasonable equality of population among the City's wards. If the Council fails to make such sub-division into wards within one hundred eighty (180) days of the publication of Federal Census data, the Director of Law shall make such sub-division within thirty (30) days thereafter.
