   1707.15 CIVIL PENALTIES AND ENFORCEMENT.
   (a)    Any person who violates Section 1707.14 shall be subject to a civil penalty of up to one thousand dollars ($1,000.00) for each offense.
   (b)    The civil penalties prescribed in this section are in addition to any rights, remedies, or other penalties provided by law.
   (c)    The Board, and any other officer or employee designated by them, and any Youngstown Police Officer may enforce the provisions of this section.
