1311.05 MECHANICAL/SPECIALTY PERMIT FEES.
   (a)    Heating, Ventilation, Air Conditioning Permits. All heating, ventilation and air conditioning work shall be governed by the heating, ventilation and air conditioning (HVAC) permit issued by the City of Youngstown. All HVAC permits shall be governed by the fee schedule outlined below:

$50.00 for first HVAC unit plus $25.00 for each additional HVAC unit thereafter
Residential-replacement of HVAC units
$25.00 per unit
Commercial, industrial, and multi-family with four or more units; new construction, additions or renovations
$35.00 base fee plus seven cents (7¢) per square foot for conditioned area
Commercial replacement of HVAC units
$35.00 per unit
Wood burning or solid fuel stoves and fireplaces
$50.00 per unit
Re-inspection fee for failed inspection
$35.00
 
   (b)    Electrical Permits. All electrical work shall be governed by the electric permit issued by the City of Youngstown. All electric permits shall be governed by the fee schedule outlined below:

Residential-minor electrical work
$35.00 base fee plus fifty cents (50¢) per outlet, switch, junction box or fixture
Commercial, industrial and multi-family with four or more units; new construction, additions and renovations
$50.00 base fee plus three cents (3¢) per square foot of work area
Commercial-minor electrical work
$50.00 base fee plus fifty cents (50¢) per outlet, switch, junction box or fixture
Electrical service reconnection inspection
$35.00
Miscellaneous electrical inspection (motors, welding machines, industrial furnaces, transformers and similar apparatus)

Re-inspection fee for failed inspection

   (c)   Plumbing Permits. All plumbing work shall be governed by the plumbing permit issued by the City of Youngstown. Plumbing permits shall be calculated based upon a unit count with the below listed fee schedule; there is a minimum permit charge of $40.00. All plumbing permits shall be governed by the fee schedule outlined below:

   (d)    Refrigeration Permits. All refrigeration work shall be governed by the refrigeration permit issued by the City of Youngstown. The refrigeration permit shall consist of a base fee of twenty-five dollars ($25.00) plus one-half of one percent (0.005) of the total estimated refrigeration construction costs. The refrigeration permit shall be governed by the fee schedule outlined below:

   (e)    Failure to Secure Permit. If a construction project commences without properly securing applicable building permits, the construction project shall be considered in violation. Failure to secure permits prior to commencing construction shall result in a penalty fee payable upon application for permits after commencing work. The applicant shall pay a penalty fee equal to two hundred percent (200%) of the permit fee in addition to paying the standard permit fee itself.
   (f)    Ohio Board of Building Standards. All fees shall be subject to an Ohio Board of Building Standards assessment. Residential projects shall be assessed a one (1%) percent Ohio Board of Building Standards assessment on all applicable fees. Commercial projects shall be assessed a three percent (3%) Ohio Board of Building Standards assessment on all applicable fees.
