1311.01 BUILDING PERMIT APPLICATION; REQUIREMENTS.
(a) Permit Application. Permit applicants must furnish a permit application fee at the time of submitting plans for review at the beginning of a project submittal. With commercial projects where plans are to be submitted, the processing fee shall be submitted with the plans and application for plan review. Plans will not be reviewed without payment of the processing fee. Residential or commercial projects that do not require a plan submittal will pay the processing fee at the time of application for permits.
The processing fee for each project type is:

(b) General Contractor Registration. All general contractors shall be required to register with the City of Youngstown prior to applying for a building permit. General contractors must be registered is accordance with Section 1311.06.
(c) Application Requirements. At the time of application for permit the applicant must be able to furnish:
(1) A fully completed Application for Plan Review.
(2) Construction documents:
A. Residential Projects: construction documents prepared in compliance with the current edition of the Residential Building Code of Ohio.
B. Non-Residential Projects: construction documents prepared in compliance with the current edition of the Ohio Building Code.
