1105.04 PROHIBITED SIGNS.
(a) The following signs are prohibited as permanent signs within the City of Youngstown:
(1) Banner signs.
(2) Search and beacon lights.
(3) Balloon signs.
(4) Festoons
(5) Trailer signs consisting solely or largely of changeable copy areas.
(6) Portable signs consisting solely or largely of changeable copy areas.
(7) Pennants and streamers.
(b) The following signs and attention-getting displays shall be prohibited as permanent, temporary or event signs:
(1) Air activated signs.
(2) Flashing signs with lights or illumination that flash, move, rotate, scintillate, blink, flicker, vary in intensity, vary in color, or use intermittent electrical pulsations. This section does not prohibit electronic message centers.
(3) Markings on street pavements, curbs, or sidewalks, except Government/Utility Signs or temporary markings related to utility service, construction, or children's play.
(4) Moving signs.
(5) Projected image signs.
(6) Roof signs.
(7) Seat bench signs.
(8) Signs containing strobe lights visible beyond the property line.
(9) Signs on trash containers, public phones, parking meters, bus shelters, and the like. Signs on vending machines, ATMs, coin-operated devices and gasoline pumps inherent to such machine's design, inherent to its operation or required by law shall be allowed.
(10) Signs on rocks, trees, and natural objects.
(11) Signs on or attached to utility poles.
(12) Vehicle signs.
(13) Signs on fences or decorative walls. Businesses that are required to erect a fence or screening device such as a junk yard in an IH (Heavy Industrial) zone may place an identifying sign on their fence.
(14) Offsite signs, unless otherwise permitted under a specific provision in the Sign Regulations.
(15) Signs in the public right-of-way, except authorized traffic control devices.
(16) Signs obstructing traffic visibility.
