The Community Development Director and the member of Council in whose ward the premises is located is authorized to consult with organizations and persons in a neighborhood with regard to the existence of blighted premises therein; the establishment of a neighborhood redevelopment plan; the means of eliminating such blight; and the possible purchase and redevelopment of such property by neighborhood organizations.
