979.12 VEHICLES.
The wagons or other conveyances to be used and employed in the collection and transportation of offal, garbage and refuse matter shall be of the latest design garbage wagon with automatic dump, watertight, and the bodies thereof shall be composed entirely of iron or steel with tight covers or lids of the same material so as to effectually prevent the scattering, spilling or leakage of the contents on the streets or elsewhere. Such wagons shall not be filled or loaded above the level of the upper edge or top of same and such wagons or conveyances shall be kept securely covered while in transit and shall be daily washed clean and deodorized by the owner, and shall at all times be subject to inspection and approval of the Commissioner of Health.
No cart or other vehicle for carrying manure, swill, garbage, offal, rubbish or other noxious, offensive or dangerous substances, or the contents of any privy vault, cesspool or sink, shall without necessity therefor be allowed to stand or remain before or near any building, place of business, or other premises where any person may be, nor shall any such cart or vehicle be allowed to occupy any unreasonable length of time in loading or unloading, or in passing along any street or through any inhabitated place or grounds. Such carts, vehicles and all implements used in connection therewith must be kept in wholesome and sanitary condition and when not in use shall be stored and kept in some place where no needless offense shall be given to any resident.
Wagons or other vehicles used for the transportation of ashes, tin cans and other refuse upon the streets of the City, shall be required to have the contents covered with canvas or other suitable material so as to effectually prevent the scattering, falling or spilling of the contents upon the streets.
Wagons or other vehicles used for the transportation of ashes, tin cans and other refuse shall not be filled or loaded above the level of the upper edge or top of the enclosure.
