932.18 PERIODIC COMPLIANCE REPORTS.
   Any industrial user either subject to a categorical pretreatment standard or considered to be a significant industrial user shall submit to the District twice a year, unless required more frequently by the District, a report indicating the nature and concentration of prohibited or regulated substances in the effluent which are required by the wastewater discharge permit. The sampling for this report shall take place in the months of June and December. In addition, this report shall include a record of all measured or estimated average and maximum daily flows during the reporting period. Flows shall be reported on the basis of actual measurement provided, however, where cost or feasibility conditions justify, the District may accept reports of average and maximum flows estimated by verifiable techniques. Users claiming a zero discharge for the reporting period, in lieu of this report, shall submit to the District a certification statement indicating that they did not discharge any process wastewater during the reporting period and/or complied with 40 CFR Part 403 - General Pretreatment Regulations. The District, for good cause shown considering such factors as local high or low flow rates, holidays, budget cycles or other extenuating factors may authorize the submission of such reports on months other than those specified above. Where required by the wastewater discharge permit, the report shall include production and operating data and the submission of documentation indicating compliance with narrative limits (BMP’s) when determined to be necessary.
