913.13 BILLING OWNER OF ABUTTING PROPERTY; DATE BILL PAYABLE.

   (a)   Upon completion by the City of any sidewalk construction, reconstruction and/or repair as provided in Section 913.12, the owner of the abutting property, or his agent shall be billed for the cost and expense of the work. Such bill shall include:

      (1)   All construction costs, including all costs of temporary repairs, barricading and red-lighting in emergency cases;

      (2)   All permit fees; and

      (3)   A charge for administrative costs of five dollars ($5.00) or fifteen percent (15%) of the construction costs, whichever is larger.

   (b)   Bills issued under subsection (a) hereof shall be payable, less a discount of one percent (1%) within thirty days from the date of such bill. Bills not paid within thirty days shall be reported to Council for assessment against the abutting property. (1967 Code §95.82)
