913.03 DISTANCE OF INNER EDGE FROM ADJOINING STREET LINE.
   The inner edge of all sidewalks hereafter constructed shall be not more than one foot distant from the adjoining street line; except that on streets on which all the sidewalks have not been constructed, continuations of the same shall be the same distance from the street line as the existing walks.
   The maximum distance of one foot may be increased so as to pass trees and immovable objects and where the cost of construction would be excessive if the walk was located as provided in this section. (1967 Code §95.37)
