911.04 ANNEXED TERRITORY.

   No territory lying outside of, but within three miles of the Municipal limits, as the limits exist at present, or as the same may be altered from time, shall be annexed to the City until all construction or repairs of all sidewalks, street or street grading and paving complies with the standards and specifications of the City.
