785.28 MOTORCYCLE LICENSE.

   Any person, either as owner, agent, lessor or otherwise, who desires to engage in the business of renting, leasing or keeping for hire, motorcycles in the City, must secure a license to do so from the City as provided for herein. Any person, seeking to rent, lease or hire a motorcycle must:

   (a)   Possess a State license to operate the motor vehicle; and

   (b)   Be eighteen years of age and capable, able and qualified to operate such motor vehicle.

   It shall be the obligation and duty of the owner, agent or lessor of motorcycles for hire to keep in the required records the age, name and residence of the person hiring such motorcycle, the date, number and expiration date of his driver's license. (1967 Code §117.54.1)
