785.22 TAXICAB STANDS.
   (a) Markings. It shall be the duty of the Engineering Commissioner to designate taxicab stands by a sign upon a permanent stanchion set at the curb. The stanchion shall bear a legend indicating that it is a taxicab stand and shall designate the number of vehicles which may occupy the stand.
   (b) Limitation on Use. In the case of stands upon which six or more taxicabs may stand, not more than two vehicles of any one owner shall occupy the stand at one time. In the case of stands limited to five taxicabs or less, not more than one car of any one owner shall occupy the stand at one time.
   (c) Parking in Congested District. No owner or driver shall park any taxicab nor shall the owner of any taxicab allow or permit the same to be parked, for the purpose of soliciting business, at any place within the congested district, other than upon established taxicab stands.
   (d) Method of Operation. No taxicab or automobile for hire standing at the head of the line upon any taxicab stand shall refuse to carry any orderly person applying for a car who agrees to pay the proper rate of fare. This shall not prevent any person from selecting any car on the stand that he may desire, whether the car be at the head of the line or not. As the car leaves the line with passengers, those behind shall move up, and any taxicab or automobile for hire seeking a space on a taxicab stand shall approach the same only from the rear of the stand and shall stop as near as possible to the last car already in the line.
   (e) Loitering. No person other than the driver, owner or representative of the owner of a taxicab or automobile for hire occupying the public stands shall loiter at or near such taxicab or automobile for hire. (1967 Code §§117.24 to 117.27, 117.29)
