785.13 CRUISING.
No driver or chauffeur of a taxicab or automobile for hire shall seek employment by repeatedly or persistently driving his vehicle to and from, or before, any hotel, theater, railroad station or other place of public gathering, or by otherwise interfering with the proper and orderly passage to, or egress from, any such place, or by driving his vehicle about the streets for the purpose of soliciting business.
