785.02 STATE PERMIT OR CITY LICENSE REQUIRED.

   The operation of motor vehicles, carrying passengers for hire, or the leasing or renting of motorcycles (two-wheeled motor vehicles) by anyone, is prohibited within the City, except when operation of such motor vehicles, including leased or rented motorcycles, is by virtue of permit, issued by the State Public Utilities Commission, by ordinance or under a City-issued license.
