711.01 PERMIT REQUIRED.
   No person shall install, or have installed any alarm or alarm system in the City, connected in any physical manner whatsoever with the Police Department or Fire Department, intended to alert such Departments of a possible criminal activity or disaster warning, unless such system has first been approved by the Chief of Police and/or Fire Chief and a permit issued by the Finance Director to the owner, tenant or occupant of the premises on which the alarm system is to be installed.
