701.01 AUTHORITY TO ISSUE LICENSES.

   For the purpose of expediting the issuance of licenses, the convenience of the applicant to pay for same, the keeping of the essential and necessary records thereof, to avoid crowding and congestion in the office of the Mayor by applicants for such licenses, and other requirements for licenses hereinafter enacted, the Mayor is herewith authorized to delegate his authority for the issuance of licenses, in his behalf, to other responsible employees of the administration at any and all times.
