521.15 COVER AND REMOVAL OF GUY WIRES.
   (a)   Covering. Whenever it become necessary to maintain a guy wire at any point in a street, alley or public place where it is probable that persons using the street, alley or public place will come in contact therewith, the owner thereof shall cover the guy wire with a pipe, or attach thereto a wooden strip or strips, or other device or guard designed to render the same plainly visible, the pipe, strips or other device or guard to have a diameter or width of not less than two and one-half inches.
   (b)   Removal. The Engineering Commissioner is hereby vested with power to order the removal, relocation or alteration of any guy wire found by him to be dangerous or to constitute an undue hazard to the public, or to be unnecessary in order to properly keep and maintain in a safe and stable condition the line or pole to which the guy wire is attached and the Engineering Commissioner may order the removal, relocation or alteration either upon his own motion or the complaint of any citizen, taxpayer or property owner.
