521.12 DUST PREVENTION IN OPEN PARKING LOTS.
   (a)   "Open automobile parking lot" means any plat, piece or parcel of land used for the purpose of storing or parking motor vehicles where the owner or person storing or parking the vehicle is charged a fee therefor and includes places providing overhead shelters that are not completely enclosed.
   (b)   Each operator of an open automobile parking lot operating within the City shall spray his lot at various times and frequently enough with an appropriate substance which when applied, will lay the dust and dirt rising from the lot during the times it is open for business and operation for parking purposes. Spraying shall be in the manner and quantity sufficient to prevent dust and dirt from being dissipated in the atmosphere and around the locality where the automobile parking lot is operated.    (c)   Whoever violates this section is guilty of a minor misdemeanor.
