521.085 ILLEGAL DUMPING/LITTERING REWARD FUND ESTABLISHED.
(a) The Board of Control of the City is hereby authorized to make payments of up to two hundred fifty dollars ($250.00) to persons who provide information leading to the successful conviction of persons violating Youngstown City Ordinances which prohibit littering and illegal dumping within the City. Said reward payments shall be made upon the recommendation of the Chief of Police or Health Commissioner of the City and shall be based on the amount of information provided which results in a successful conviction. No more than two hundred fifty dollars ($250.00) may be paid as a reward for the successful conviction of a person arising out of the same occurrence regardless of the number of persons providing information. In order to qualify for a reward, the Police Chief, Health Commissioner or Street Department Superintendent must submit a written recommendation to the Board of Control for consideration.
(b) The Board of Control is hereby authorized, upon the recommendation of the Chief of Police, to offer any pay rewards to individuals of two hundred fifty dollars ($250.00) per incident for information leading to the conviction of persons in such court for violating City ordinances prohibiting illegal dumping and/or littering in the City.
