505.15 HOMING AND RACING PIGEONS.
   (a)   No person shall keep, house and allow to fly for exercise within the corporation limits, homing or racing pigeons which are suitable for use as messengers in time of war and in civil defense when the pigeons are banded with numbered leg bands showing that they are registered with a recognized national pigeon association, and no person shall keep, house or fly pigeons so as to constitute a nuisance or create a hazard to public health.
   (b)   No person shall feed pigeons in public places or other dedicated streets and thoroughfares within the corporate limits, including Federal Plaza West between Phelps and the center line of Market and Wick Avenue and further from Federal Plaza East from the center line of Market Street west to Walnut Street so as to constitute a nuisance and/or to create a hazard to public health.

   (c)   Whoever violates this section is guilty of a minor misdemeanor. Each day a violation continues after having been called to the attention of the violator shall constitute a separate offense.
