505.14 VACCINATION OF DOGS, CATS OR FERRETS.
   (a)   Required; Exceptions. Except as otherwise provided in this section, whoever owns or harbors a dog, cat or ferret within the City shall have the dog, cat or ferret properly vaccinated against rabies and revaccinated within each succeeding twelve months thereafter, providing phenolized vaccine has been used, or each succeeding three years if avianized vaccine has been used.
   Whoever obtains an unvaccinated dog, cat or ferret shall have the dog, cat or ferret vaccinated against rabies at once and shall have the vaccination repeated every year thereafter if phenolized vaccine has been used. If avianized vaccine has been used, the vaccination must be repeated every three years.
   Dogs, cats or ferrets need not be vaccinated before reaching the age of six months.
   Dogs, cats or ferrets entering the City temporarily for dog, cat or ferret shows, performances or exhibition purposes need not be vaccinated provided they are under their owner's or keeper's control at all times.
   All dogs, cats or ferrets entering the City for field trials or for hunting purposes shall be properly vaccinated dogs, cats or ferrets accompanied by the vaccination certificate.

   (b)   Record and Report. Whoever vaccinates or revaccinates a dog, cat or ferret against rabies shall keep a record of the vaccination or revaccination and shall without delay send to the Department of Health a report of the vaccination or revaccination which includes: a number identifying the individual record; a complete description of the dog, cat or ferret; place where dog, cat or ferret is kept or harbored; name of the owner, keeper or harborer of the dog, cat or ferret; and his or her address; date and type of vaccination or revaccination; such other information as may be pertinent or required and signature of person reporting.
   (c)   Tag. Whoever vaccinates or revaccinates a dog, cat or ferret shall provide an approved tag which shall be of a distinctive and easily recognized color and shall have thereon indelible or engraved, the year of vaccination and the number indicating the record prescribed in subsection (b) hereof. The tag shall be securely fastened to the collar worn by the dog.
   (d)   Violating Procedures. No one shall own, keep or harbor a dog, cat or ferret or dogs, cats or ferrets and fail or refuse to have the dog, cat or ferret or dogs, cats or ferrets vaccinated or revaccinated against rabies, and no one shall refuse to vaccinate a dog, cat or ferret or dogs, cats or ferrets against rabies and fail or refuse to keep and report the required record or fail or refuse to provide the required tag. Nor shall anyone obstruct or interfere in any way with the enforcement of this section.
   (e)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on each subsequent offense such person is guilty of a misdemeanor of the second degree.
