A subdivider shall submit to the Secretary of the Plan Commission a written application for a certificate of approval of the subdivision plat at least ten days prior to the meeting of the Plan Commission at which it is to be considered. Three prints of the preliminary plat of subdivision shall be filed with the Plan Commission at the time application is submitted. The preliminary plat shall comply with the provisions of §§ 152.023 through 152.026. Fees charged for the filing of a subdivision plat shall be paid in full on the basis of the estimated number of lots created and as specifically provided in § 152.006, at the time the application is submitted.
