Sec. 7-1.05.   Amendments to the California Residential Code.
   The 2019 California Residential Code (CRC) is amended by the changes, additions, and deletions set forth in this chapter. Section numbers used below are those of the 2019 California Residential Code.
   (a)   CRC Part 1-Administrative, Chapter 1 – Scope and Application, Division II - Administration, is amended as follows:
   (1)   Section R100-General subsection R101.1-Title is amended in its entirety to read as follows:
   Section R101.1-Title. These provisions shall be known as the Residential Code for One- and Two-family Dwellings of Yolo County, and shall be cited as such and will be referred to herein as “this code.”
   (2)   Section R102- Applicability subsection R102.4.1-Conflicts is amended in its entirety to read as follows:
   Section R102.4.1-Conflicts. When conflicts occur between the administrative provisions of this code and the adopted provisions of CBC Chapter 1-Scope and Administration, Division II-Administration, the provisions which have greater specificity shall apply.
   Where conflicts occur between provisions of this code and referenced codes and standards, the provisions of this code shall apply.
   (3)   Section R105-Application for permit subsection R105.3.1.1-Determination of substantially improved or substantially damaged existing buildings in flood hazard areas is amended to add section R105.3.1.1.1 Yolo County Flood Protection Ordinance:
   Section R105.3.1.1.1-Yolo County Flood Protection Ordinance. Applications determined by the appointed Floodplain Administrator to constitute substantial improvement or substantial damage shall require all existing portions of the entire building or structure to meet the floodplain design requirements as outlined in Chapter 4 - Flood Protection of Yolo County Code Title 8 - Land Development and Zoning.
   Determinations by the Floodplain Administrator or designee shall be appealable to the Planning Commission as provided by CBC Section 113-Board of Appeals, as amended by Section 7-1.04(a)(11) of this code and adopted by the Board.
   (b)   CRC Part III – Building Planning and Construction, Division II – Administration, Chapter 3 – Building Planning, is amended as follows:
   (1)   Section R313.3.7-Instructions and signs is amended to include subsection R313.3.7.1- Notification devices, to read as follows:
   Section R313.3.7.1- Notification devices. One exterior approved audible and visual device, located on the exterior of the building in a location, visible at the front of the residence shall be connected to each automatic sprinkler system. Such sprinkler alarm devices shall be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system. Where a fire alarm system is installed, actuation of the automatic sprinkler system shall actuate the building fire alarm system.
