A permit to operate shall not be issued for any underground storage tank or facility installed after January 1, 1984, unless the underground storage tank or facility meets all of the requirements of Section 25291 of the Health and Safety Code of the State and Article 3 (commencing with Section 2630) of Subchapter 16 of Chapter 3 of Title 23 of the California Administrative Code as the statute and regulations from time to time may be amended. Notwithstanding the foregoing, in the case of a facility open to rainfall, the volume of additional secondary containment shall be measured by a 100-year storm history, and no statute or regulation which prevents this chapter from continuing to meet the requirements of Section 25284 of the Health and Safety Code of the State, as it read on January 1, 1984, shall be operative in the County.
