Sec. 6-9.301.   Permits: Required.
   No person shall maintain any of the following establishments, businesses, or activities without a valid public health permit to do so:
   (a)   Public swimming pools;
   (b)   Public water systems with fewer than 200 service connections;
   (c)   Food crop growing and harvesting operations;
