This chapter is enacted pursuant to the provisions of the following laws:
(a) The Porter-Cologne Water Quality Control Act (Sections 13000 et seq. of the Water Code of the State);
(b) 22 California Administrative Code, Part II, Chapter 15 (commencing with Section 64401); and
