Upon the receipt of an application and license fee and penalties, if any, the Chief, Division of Animal Control, shall send copies of the application to the Health Officer and to the building official and planning official having jurisdiction over the territory where the kennel is located for an investigation and report as to conformity with the sanitation laws, building codes, and planning and zoning laws, respectively.
