No owner shall permit to be attached or kept upon any dog any license tag provided for by this chapter except a tag issued for that dog pursuant to the provisions of this chapter, nor shall any owner permit to be attached to or kept upon any dog, or to be made or to be kept in his possession, any counterfeit or imitation of any tag provided for by this chapter.
