Appeals from the decisions of the Sheriff-Coroner shall be made in writing, and shall specify and set forth the grounds for the appeal, and shall be filed by the appellant with the Clerk of the Board. The Board shall set the matter for a hearing no later than thirty (30) days after such filing and shall give the appellant and the Sheriff-Coroner no less than fifteen (15) days’ written notice of such date of hearing.
