The Sheriff may suspend operations and close any outdoor festival prior to the expiration of the license granted pursuant to the provisions of this chapter in the event of the occurrence of a riot, major disorder, or serious breach of the peace when, in his opinion, it becomes necessary to prevent injury to persons and/or damage to property.
