Upon considering the application for a license pursuant to the provisions of this chapter, the Board shall consider the nature and location of the site of the card room, the presence or absence of compatible or incompatible land uses or activities in the area, and the number of card rooms in existence in the area, and the Board may issue the license subject to conditions, including the hours of operation and locations of tables.
