Licenses issued pursuant to the provisions of this chapter shall become immediately void if the licensee fails to commence the operation of the card room so licensed within forty-five (45) days after the issuance of the license, discontinues the operation of the licensed card room for more than ninety (90) days, or fails to renew his license before February 15 of any year.
