Motor vehicle speeds shall be limited to twenty-five (25) miles per hour within the confines of the airport and fifteen (15) miles per hour within 150 feet of any aircraft or building; provided, however, at no time shall a motor vehicle be driven at a speed faster than is safe and reasonable under all the circumstances.
