It shall be unlawful for any person to drive or move, or for the owner to cause or knowingly permit to be driven or moved, on any County highway any tractor, harvester, or other implement, vehicle, or machine of any kind having any tire, wheel, or track to any part of which there is attached a sharp or uneven surface, or to any part of which there are attached cleats, grousers, lugs, protuberances, or any device which will cause or have a tendency to cause damage to the surface of such highway.
