For the purposes of this article, “partially improved County highway” shall mean every public County highway, except a highway paved with cement concrete or asphalt, concrete, or with a roadway of a hard surface not less than four (4”) inches thick made up of a mixture of rock, sand, or gravel bound together by an artificial binder other than natural soil.
