A violation of or non-compliance with any provision of this chapter shall be deemed to be a public nuisance. Any applicant, licensee, permitee, or agent thereof, or any other person who causes, whether with or without knowledge or intent, any condition on any premises to violate any provision of this chapter, or permits such violation to continue or remain on the premises, is in violation of this chapter and such violation shall constitute a public nuisance.
