The Juvenile Justice Coordinating Council shall consist of the following members as set forth in Welfare & Institutions Code section 749.22, with additional membership necessary to allow it to also function as the Subcommittee required by Welfare and Institutions Code section 1995:
(a) chief probation officer, as chair;
(b) one representative each from the district attorney's office, the public defender's office, the sheriff's department, the board of supervisors, the department of social services, the department of mental health, a community-based drug and alcohol program, a city police department, the county office of education or a school district, and the Superior Court;
(c) to satisfy statutory requirements pertaining to community representatives, a Board-appointed community member from each supervisorial district, each of which fulfills the position of the at-large community representative, with qualifications per Welfare and Institutions Code section 1995 ("individuals who have experience providing community-based youth services, youth justice advocates with expertise and knowledge of the juvenile justice system, or have been directly involved in the juvenile justice system"); and
(d) no less than two representatives from nonprofit community-based organizations providing services to minors.
Statutory positions that are within the responsibilities of the Director of the Health and Human Services Agency shall be filled by individuals that would hold such positions if the Agency was not consolidated. By way of example only, the department of social services position referenced in state law shall be filled by the Agency branch director with comparable responsibilities.
