A request for appearance concerning any matter to be presented and acted upon by the Board at a regular meeting shall be filed in the office of the Clerk of the Board not later than 5:00 p.m. on the Tuesday preceding the regular meeting. Unless a request for appearance is so filed, a matter will not be considered by the Board until the next succeeding regular meeting of the Board.
