Sec. 6-19.201.   Purposes.
   The purposes of this chapter are to:
   (a)   Protect public health and the environment by protecting groundwater and surface water quality.
   (b)   Establish an administrative framework allowing the adoption of science-based minimum standards for design, construction, installation, operation, maintenance, monitoring, replacement, enlargement, repair and abandonment or modification of systems.
   (c)   Provide for compliance and enforcement of a comprehensive onsite regulatory program.
   (d)   Ensure compliance with applicable standards, laws, policies and guidelines as adopted, and/or modified by the State Water Resources Control Board or the Central Valley Regional Water Quality Control Board and State Department of Water Resources.
   (e)   Fulfill and implement the requirements of a Local Agency Management Program, as required by the State Water Quality Control Board OWTS Policy.
