If the Board of Supervisors shall establish a schedule of fees by resolution, permits or entitlements issued under the provisions of this chapter shall only be issued upon the payment to the County of a nonrefundable fee in the amount set by such resolution. Any such fee shall be due and payable upon the submission of a request for an entitlement, an initial application, or an application to renew a permit. No initial application for a permit, an application to renew a permit, or a request for an entitlement shall be accepted unless the filing fee, if required, is paid with the submission of the application or with the request for an entitlement.
