Examples of circumstances beyond the control of licensee which excuse a licensee from violation and being in breach of the provisions of this chapter, when such violations are caused thereby, including but not limited to the following: strikes, acts of public enemies; orders by military authority; insurrections; riots; epidemics; landslides; lightning; earthquakes; fires; floods; civil disturbances; explosions; and partial or entire failure of utilities.
