The cable television system shall have the technical capability to be interconnected with other cable systems within the County and the greater Sacramento area, so as to technically enable each system to carry the public, educational, and governmental access programming of the other systems. Actual interconnection will be dependent upon the execution of mutually acceptable interconnection agreements between cable television systems relating to all interconnection issues, including issues of cooperation, technical assistance, economic feasibility, maintenance and service, requirements, and so forth.
