At any time, the Board may adopt reasonable rules, regulations, and standards governing the operation of cable communications systems in the County, consistent with the provisions of this chapter and the franchise ordinance. Such rules, regulations, and standards shall apply to and shall govern the operations of the grantee of any cable communications franchise and are expressly declared to be a part of any such franchise.
