The provisions of this article shall not be deemed to preclude acquisition by the County or its assignee through a negotiated agreement; provided, however, the commencement or existence of such negotiations shall not be deemed to waive or relieve any actions or times therefore prescribed by Sections 11-1.708 through 11-1.713 of this article.
