“Tier of service” shall mean a grouping of two (2) or more channels of program services on the subscriber network which is marketed by a grantee to subscribers for a single monthly or other charge. “Basic service”, as defined by subsection (a)of Section 11-1.303 of this article, shall constitute a single tier of service. “Basic service”, as authorized under subsection (b)of said Section 11-1.303, shall constitute a separate and distinct tier of service.
