The Juvenile Forestry Camp shall be jointly owned and operated by the Counties of Solano, Colusa, and Yolo. Any written contracts or agreements heretofore entered into by such counties respecting the camp are hereby ratified. The method and procedure of financing such camp, and the details of the joint operation thereof, shall be established by written contract between the respective Boards of Supervisors of such counties.
