(a) Each householder or commercial operator shall provide for the storage and collection of garbage, refuse and recyclables. Except for commercial operators who choose not to utilize the Village collection services (see Section 1060.04(a), re permits), all householders and all other commercial operators shall be required to subscribe to the garbage, refuse and recyclables collection service provided by Village and to pay the charges assessed for such service.

(b) A commercial operator who owns a multi-family or multi-business premises and who utilizes the Village collection services for his or her tenants shall provide adequate storage for the garbage, refuse and recyclables of the tenants in accordance with Section 1060.02, and also shall be responsible to the Village for service charges incurred thereby in accordance with Section 1060.05.
(c) No storable garbage, refuse or recyclables shall be, or allowed to be, placed for collection except in the appropriate containers provided by or for the householder or commercial operator at sites in accordance with Section 1060.02.
(d) No householder, commercial operator or any other person shall use the containers of another householder or commercial operator, unless specifically authorized to do so by the Village Manager. No householder, commercial operator or any other person shall place containers, garbage, refuse, recyclables and/or any other wastes on the site where the containers of another householder or commercial operator are placed for collection, unless specifically authorized to do so by the Village Manager.
(e) No householder, commercial operator or any other person shall use public sidewalk waste containers for the disposal of any wastes that result from the occupancy and use of his or her residential or commercial premises.
